The accelerating proliferation of digital technologies and artificial intelligence (AI) is transforming global education, yet it simultaneously threatens to entrench and widen existing educational inequalities. Historically conceptualized as disparities in hardware access, the digital divide has evolved into a multidimensional phenomenon encompassing connectivity access (first-order), technological and algorithmic literacy (second-order), and the capacity to translate digital competencies into socio-economic empowerment (third-order). This conceptual study executes an integrative literature review synthesizing peer-reviewed scholarship published between 2020 and 2026 across premier academic repositories, including Scopus, Web of Science, ERIC, IEEE Xplore, and Google Scholar. Guided by an inductive thematic synthesis approach, the paper critically examines the structural contradictions between rapid technological innovation and educational exclusion in underserved Global South and marginalized communities. The study proposes a comprehensive, five-pillar inclusive conceptual framework: equitable multi-tiered access, culturally contextualized adaptive learning, universal multimodal accessibility, decentralized cloud-edge infrastructure resilience, and ethical algorithmic governance. By linking inclusive AI deployment directly to the targets of United Nations Sustainable Development Goal 4 (SDG 4), the framework demonstrates that artificial intelligence can effectively bridge educational divides only when high-concurrency computing is decentralized, student privacy is cryptographically safeguarded, and teacher agency is prioritized. Methodological limitations of secondary conceptual modeling are articulated, concluding with a structured empirical research agenda and actionable policy mandates for national educational ministries.
